Van and Wendy arrive at a town by the sea called Bridge City. A large bridge is the only passage to the other continent but passage is being blocked by the mayor and his men. While staying at a hotel, Wendy and Van meet Carmen Mendosa, aka "Carmen 99", a past acquaintance of Van's who offers her services as an information agent. They learn that the Mayor, Baron Meyer, is building an immense Armor while under the guise of constructing the bridge. He allows only female travelers to cross his bridge, but he captures them as slaves for his utopian nation. Among the kidnapped are Carmen and Wendy.
